One Piece There are many powerful characters, most of whom are armed with dangerous Devil Fruits that give them an advantage over their opponents. Some have even mastered the use of Haki and successfully used it to launch Devil Fruit attacks.
However, there is something strong. One Piece These characters have never won a major fight in their lives. In some cases, it was because they were facing much stronger opponents. Other times, they were unlucky and their fight was interrupted. For whatever reason, these characters were unable to win.

7 Charlotte Smoothie
Affiliation: Big Mom Pirates

Charlotte Smoothie is Big Mom's daughter. She is one of Sweet's commanders, which means she is one of the best fighters in the group. Smoothie has the Chibō Chibō no Mi, a Paramecia-type Devil Fruit that allows her to drain the moisture from a person's body. Simply put, she can suck the life out of their body, as if she were squeezing juice from a fruit.
This ability isn't limited to humans, she can use it on animals and inanimate objects as well. Even with this powerful ability in her hands, Smoothie is unable to make a huge impact in the Whole Cake Island storyline, which is repeated in the Wano Country storyline where she is unable to help the other crew members.
6 Jack
Affiliation: Beast Pirates

- Haki: Yes.
Jack is a member of the All-Stars of the Beast Pirates, making him one of Kaido's most powerful subordinates. Jack was the first pirate revealed to have a bounty of 1 billion berries, which was considered a very high sum at the time. He has the power of the Mammoth version of the Sosonomi, allowing him to transform into prehistoric creatures.
His Devil Fruit grants him immense physical strength, allowing him to fight non-stop against Inuarashi and Nekomamushi. However, Jack is unable to defeat his opponents one-on-one in the series. He even goes toe-to-toe with the Mink Guardians and is ultimately defeated. To avoid this, he takes out Caesar's poisonous gas and cripples the Minks.
5 Marco
Affiliation: Whitebeard Pirates
- Devil Fruit: Tori Tori no Mi, Model: Phoenix
- Haki: Yes.
Marco is the 1st Division Commander of the Whitebeard Pirates. He began traveling with his crew as a child. As time went on, he became stronger and earned the respect of his fellow crew members. Marco has the Tori Torino-no-mi Type: Phoenix, a Legendary Zoan-type Devil Fruit that allows him to transform into a phoenix.
With this power, he can fly and revive from all sorts of injuries. Marco is also proficient in using Haki, which he has proven on numerous occasions. Unfortunately, Marco is set up to fight against characters much stronger than him. Once the story enters the Final Saga, Marco will not have much of a challenge.
4 Jesus Burgess
Affiliation: Blackbeard Pirates
- Devil Fruit: Riki Riki no Mi
- Haki: Yes.
Jesus Burgess is the captain of the Titanic, the first ship of the Blackbeard Pirates. Not much is known, but he is also Blackbeard's right-hand man. Burgess is a large man, so he looks intimidating in the eyes of his enemies. Burgess did not originally have a Devil Fruit, but he obtained it after the Dressrosa arc.
Burgess has the Rikiriki no Mi Devil Fruit, a Paramecia-type Devil Fruit that greatly increases his strength. Burgess is able to lift entire mountains with his bare hands and throw them at his enemies. Despite his incredible physical abilities, Burgess has never won a fight in One Piece.
3 Moria gecko
Affiliation: Gecko Pirates, Bark Thriller Pirates

Gekko Moria is one of the few characters who is the captain of two different pirate crews. Years before the current timeline, he was the leader of the Gekko Pirates, but after they were defeated by Kaido, Moria was forced to start a new crew. His second crew was known as the Thriller Bark Pirates.
Gekko Moria has the Kage-no-Mi, which allows him to control shadows. Even with the Devil Fruit in his hands, Gekko Moria is unable to win a major battle.
2 Kobe

- Haki: Yes.
Coby is a Marine captain who has managed to gain a lot of fame in a short period of time. In fact, Garp believes that Coby is the future of the Marines, which is certainly a huge boost, especially when supported by a living legend like Garp. Coby has improved a lot since his debut. His physical attributes have improved a lot. He has also learned to use Weapons Haki and Observation Haki.
However, he was unable to win a single major fight in the series. Kobe suffered a crushing defeat against Luffy and Boa Hancock, but Kobe did not let the defeat affect him too much, as he still believed that he could beat Luffy.
1 Smoker
Affiliation: Marine Corps

Smoker debuted in Logtown as a Marine captain, but quickly rose through the ranks and became a Vice Admiral. Smoker is a recurring character who has clashed with Luffy countless times. It would not be an exaggeration to say that his goal is to capture Luffy.
Smoker has the Mokumoku-no-mi, a Logia-type Devil Fruit, which gives him the power to create and control smoke at will. While it's not the strongest Logia-type Devil Fruit, Smoker has learned to use it effectively. Additionally, Smoker can use two types of Haki. Despite having all his powers, Smoker has yet to win a major fight in One Piece. His time on TV has also decreased, so there's no telling when fans will see him again.
